TICOTAL

The TICOTAL Network (Network of Costa Rican Talent Abroad) is a program of the National Academy of Sciences, created in early August 2010, which brings together Costa Rican scientists and engineers who study or work abroad. The network seeks to connect them with the country's scientific and technological work by establishing a permanent instrument of interaction that facilitates the exchange of ideas, contacts and experiences and identifies opportunities for cooperation.

Its objectives are:

  1. Provide a public database with academic information on diasporas willing to collaborate with the country and promote, with local counterparts, the articulation of specific collaboration initiatives. 
  2. Strengthen the internationalization of national research.
  3. To disseminate the country's scientific and technological activities abroad.
  4. To characterize the Costa Rican scientific diaspora (i.e. their educational level, main professional areas, gender distribution, variables that have influenced their decisions, their activities and degree of integration and roots in the host countries, their expectations of returning to the country.
  5. Integrate human capital, either informally through their participation as agents of development of the national scientific and technological work and/or formally through their reintegration into the workforce when opportunities arise.
